Canada Shifts Foreign Policy Focus as Global Order Weakens—PM
Speaking to reporters, Carney said the traditional foundations of global order are weakening and that Ottawa must adapt accordingly. “The US has changed. That's their right, and we are responding; that is our imperative,” he said, according to reports, adding that Canada now views its long-standing ties with Washington as more of a vulnerability than an advantage.
He said Canada is working to strengthen domestic resilience while also expanding its international partnerships at a faster pace. According to Carney, Ottawa has recently secured more than 20 economic and security agreements, aiming to broaden cooperation with major global economies.
He pointed to growing engagement with countries such as India, China, and Brazil, while also deepening ties with the European Union, Nordic nations, and Australia. He said these efforts are part of a broader strategy to diversify trade and reduce dependence on the US market.
Carney added that these partnerships have helped attract significant investment, claiming Canada is currently drawing the highest levels of investment within the Group of Seven economies. He also said the country is on track to double non-US exports over the next decade, with agreements representing roughly $300 billion in new orders for Canadian resources, goods, and services.
Tensions between Ottawa and Washington have increased in recent years. US President Donald Trump previously threatened steep tariffs on Canadian goods if Ottawa were to sign a trade deal with China. Relations have further strained due to US trade measures and Trump’s repeated remarks suggesting Canada could become the 51st US state, which has fueled diplomatic friction between the two countries, according to reports.
